Many Haitians — including members of the diaspora — own or have inherited land and homes without clear, registered title. Incomplete land records, overlapping claims and slow courts can lead to disputes and make it difficult to sell, borrow against or improve property.
Uncertainty about property rights also discourages investment. Businesses, whether Haitian or foreign, are reluctant to build where ownership can be contested or contracts may not be enforced.
